GDM 5: Never ship a game with audio and no volume control.

You’d think this wouldn’t be a thing, but it is - particularly for mobile-first games and browser-based games.

Either way, don’t leave the user to change their device/system volume just to manage your game’s sound effects. Do the right thing and have audio settings.
